What it is

Most cookie banners are decoration. The tracking script has already run by the time the banner paints. This one loads nothing first. Scripts are declared as type="text/plain" with a category attribute, and the gate swaps them in only once that category has been accepted.

Three categories are set up out of the box, necessary, analytics and marketing, each toggled separately in a preferences panel. Reject sits next to accept at the same size and prominence. The choice is stored in a first-party cookie with a version number, so raising the version re-asks everyone when the cookie list changes. There is a cookie table for you to fill in and a link that reopens preferences from the footer.

This is plumbing, not legal advice. It gives you a mechanism that honours a choice. Whether your setup satisfies POPIA or GDPR is between you and whoever advises you on that. Wrong choice if you already pay for a consent platform, because you would be running two.
